This salary range may vary based on the candidate’s qualifications experience skills education and geographic location. JOB SUMMARY: The Budget Analyst is responsible for completing clinical trial budget tasks with the primary goal of supporting the efficient and effective start-up process for our site clients. ESSENTIAL DUTIES/RESPONSIBILITIES: To perform this job successfully an individual must be able to perform each essential duty and responsibility satisfactorily. The accountabilities listed below are representative of the knowledge skills and/or ability required. Contribute to the development of clinical trial budget builds and/or budget negotiations. Specific duties may vary depending on team assignment and business needs: + Read and analyze clinical trial protocols and develop activity grid to identify required tests procedures and assessments. + Use software and other internal resources to identify potential CPT/HCPCS codes for applicable items in the activity grid. + Build comprehensive clinical trial budgets based on client’s pricing methodologies and internal standards. + Negotiate clinical trial budgets on behalf of research institutions through email and phone communication with trial sponsor/CRO. + Review work completed by others as part of the internal quality review process. Other duties as assigned by supervisor. These may on occasion be unrelated to the position described here. Attendance and punctuality are essential functions of the position. EDUCATION REQUIREMENTS: Bachelor’s degree in related field. Significant work experience in the specific field may be considered in lieu of a relevant degree. QUALIFICATIONS/EXPERIENCE: Ability to work in a performance-driven environment: a proactive results-driven and goal-oriented approach. Demonstrated ability to learn and apply technical and scientific product-related information in a consultative manner. Excellent attention to detail and highly organized. Ability to understand clinical terms and descriptors and strong investigative skills with ability to think “outside the box”. Excellent communication (oral/written) and interpersonal skills. Proficient with Excel. Preferred but not required: + Familiarity with the clinical trial start-up process + Experience reading an interpreting clinical trial protocols Familiarity with research billing guidelines (e.g. Medicare NCD 310.1) and/or general healthcare billing processes (coding Medicare regulations etc.). TELAMON-TRC COMMITMENT TO TRAUMA INFORMED CARE: Telamon-TRC has taken steps to shift our organization into a Trauma-Informed Care (TIC) model. This changes our perceptions about the individuals that we work with employees and customers including families and children. A trauma-informed system of care provides services that empower employees and customers including families and children to feel safe welcomed and engaged at all levels of organizational interaction. Exchanges that could be potentially retraumatizing or trigger traumatic reactions require thoughtfulness and non-judgement. Ongoing as an organization we collaborate to educate employees about the effects of violence victimization and trauma on individuals. This model supports a culture of safety for employees and customers including families and children. POSITION SUMMARY: Provide the highest level of quality and support for preparation implementation and control of program budgeting process. Responsible for ensuring compliance with approved budgets and alignment with agency mission and program goals. Provide integral information for the team to assess the feasibility of planned strategies including professional development materials and equipment. Budget Analysts will be assigned to specific grants which may be focused in Head Start Workforce Housing or other program areas. DUTIES AND RESPONSIBILITIES: 1. Gathers data and prepares preliminary budgets including forecasts of expenditures and revenue. 2. Analyzes evaluates and processes budget proposals from various programs. 3. Makes recommendations on budget allocations. Works with corporate office to maintain current allocations and chart of accounts. 4. Prepares and conducts budget presentations. 5. Consults with management staff on budget and budget narrative preparation including modifications. 6. Compares actual to budgeted results at the end of each reporting period and reports on significant variances. 7. Updates the budget model as requested to account for significant changes in the funding environment. 8. Prepares reports. Coordinates with corporate staff to support completion of reports to funding source. 9. Monitors grant funding to ensure program compliance. Stay current on funding source regulations and grant requirements. 10. Reviews and analyzes monthly financial and statistical reports to assess the budget status of center/offices and overall programs. Develops allocates and manages resources to maximize program effectiveness. 11. Reviews invoices for correct Program and General Ledger coding to assure accuracy of cost reporting. 12. Coordinates with staff when solicitation and review of bids are required. Ensure compliance with agency and funding source procurement requirements. 13. Facilitates and engages in professional development activities to increase qualifications in accordance with Corporation’s Core Values. Facilitates program self-assessment coordinates teams of staff and volunteers and oversees documentation of ongoing progress. Develops annual self-assessment report. 14. Ensures the mobilization and documentation of matching/in-kind funds where applicable. 15. Perform all other duties as assigned by supervisor. SUPERVISORY RESPONSIBILITIES: This position has no direct supervisory duties but is expected to train or explain work procedures to others. ROLE QUALIFICATIONS: Education and Experience Requirements: A Bachelor's Degree in Accounting Finance or a related field. Minimum of two years of related experience. Must have own transportation a valid driver’s license and vehicle insurance. Skills and Abilities: Strong Excel skill including experience with pivot tables is preferred. Microsoft Office products and on-line client management systems. Experience with Sage preferred. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions conclusions or approaches to problems. Ability to determine and prioritize demanding workload while being flexible to emergent/unplanned needs and situations.
