Overview LMI is seeking an experienced Deputy Program Manager / Operations Lead to support the delivery of next-generation software capabilities for U.S. Army modernization initiatives. This position requires an Active Secret security clearance. Reporting to the Technical Program Manager (TPM) this role serves as the operational backbone of the program ensuring that staffing financial management contract administration reporting governance and day-to-day business operations are executed efficiently so technical teams can remain focused on delivering mission-critical software. The Deputy Program Manager will coordinate across corporate functions Army stakeholders subcontractors and internal program leadership to ensure program execution remains aligned with contractual requirements financial objectives and organizational priorities. As the Deputy Program Manager / Operations Lead you'll play a critical role in ensuring the operational excellence that enables engineering teams to rapidly deliver secure mission-ready software. Working alongside Technical Program Managers Product Owners Engineering Leads Scrum Masters software engineers and Army stakeholders you'll help build the operational foundation that allows innovative software solutions to move quickly from development to deployment. Responsibilities Program Operations & Governance Support the Technical Program Manager in executing day-to-day program operations across multiple software development workstreams. Develop and maintain program management plans integrated schedules operational dashboards and governance artifacts. Coordinate program reviews status meetings leadership updates and customer engagements. Monitor program performance across cost schedule staffing deliverables and operational metrics. Develop and maintain standard operating procedures (SOPs) operational playbooks templates and governance documentation. Coordinate contract deliverables and reporting requirements to ensure timely accurate submission. Business & Financial Operations Manage day-to-day contract operations including financial tracking invoicing coordination subcontractor administration procurement support and funding visibility. Track program budgets labor utilization burn rates staffing forecasts and financial performance. Coordinate with corporate finance contracts recruiting procurement and security teams to support successful program execution. Prepare monthly financial reports operational summaries and executive dashboards for program leadership. Identify financial contractual and operational risks while recommending mitigation strategies. Staffing & Resource Management Coordinate recruiting hiring onboarding and staffing activities across the program. Track resource utilization and forecast future staffing requirements. Support personnel onboarding training coordination and workforce planning. Monitor administrative compliance activities including time reporting training completion and required documentation. Foster strong collaboration between LMI employees subcontractors and customer organizations. Communications & Executive Reporting Prepare executive briefings decision memoranda monthly status reports and customer-facing presentations. Develop dashboards and reporting products that communicate program health milestones financial status risks and accomplishments. Schedule and coordinate internal and external meetings capturing action items and ensuring timely follow-up. Support strategic communications across program leadership corporate stakeholders subcontractors and Army customers. Risk & Operational Excellence Maintain program risk issue and action item logs while coordinating mitigation activities. Support internal audits program reviews customer inspections and compliance assessments. Assist with contract modifications change requests staffing adjustments and operational process improvements. Continuously improve operational processes that enable predictable scalable software delivery across the program. Qualifications Required Qualifications Active Secret security clearance is required. Bachelor's degree in Business Administration Management Information Systems or a related discipline. 7+ years of experience supporting program project or business operations within complex government or defense programs. Experience supporting software development technology or digital transformation programs. Demonstrated experience managing program financials staffing coordination contract administration reporting and operational governance. Strong analytical organizational and problem-solving skills. Excellent written and verbal communication skills with experience preparing executive-level briefings and reports. Advanced proficiency with Microsoft Excel PowerPoint Word and other business productivity tools. Proven ability to coordinate across multiple organizations while managing competing priorities. Desired Qualifications Master's degree (MBA or related field). PMP certification or equivalent. Experience supporting Department of Defense software programs. Familiarity with Agile software development environments. Experience supporting cloud-native software DevSecOps RMF or secure software delivery programs. Experience supporting geographically distributed teams. Familiarity with federal contract management subcontract administration and Earned Value Management (EVM) principles. Experience supporting executive-level stakeholders within the Department of Defense. Target salary range $145000 - 245000 Disclaimer The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including but not limited to location internal equity business considerations client contract requirements and candidate qualifications such as education experience skills and security clearances.
