Job Description

Deputy Chief Infrastructure Officer Location Global (remote / international travel as required) Reports to Chief Mission Operations and Infrastructure Officer (CMOIO) Direct Reports Head of Education Services (For Hubs construction) Head of Technology and Risk Management As delegated (e.g. Technical Infrastructure leads Engineering IT Security) Division Mission Operations & Infrastructure Contract Type Commission-Based Model Develop a Global Infrastructure. Lead design scalability and security. Role Purpose The Deputy Chief Infrastructure Officer is a senior leadership role within the Global Executive Leadership Team (GELT) responsible for the design implementation and continuous improvement of Project Yananai’s physical technical and security infrastructure worldwide. This includes overseeing the engineering construction and maintenance of Community Learning Hubs (solar-powered container builds) digital and technology systems cybersecurity and physical security. In the absence of the CMOIO you will assume responsibility for the infrastructure portfolio attend Chief Officers’ Group (COG) meetings and ensure operational continuity across all infrastructure-related functions. Key Responsibilities 1. Infrastructure Strategy & Framework Development Develop and implement a global infrastructure framework including policies SOPs and standards for physical assets technology and security. Lead the design of scalable sustainable and secure infrastructure that supports Project Yananai’s mission across all countries. Ensure that Community Learning Hubs (solar power HVAC satellite internet boreholes container construction) are built and maintained to world-class specifications. 2. Engineering & Construction Oversight Oversee all phases of hub construction including site preparation container modification solar and HVAC installation and interior fit-out. Manage relationships with contractors architects and engineers ensuring compliance with budgets timelines safety codes and local regulations. Lead the drilling and commissioning of solar-powered boreholes and other water infrastructure. 3. Technology & Digital Infrastructure Oversee the deployment and management of digital tools cybersecurity protocols and IT infrastructure (including satellite internet computer labs and CRM systems). Promote innovative use of technology and data analytics to improve operational efficiency and program delivery. Ensure that all technology assets are secure maintained and aligned with data protection regulations. 4. Security Management Lead physical security measures for all Project Yananai sites (hubs offices staff residences) including access control perimeter security and emergency response. Coordinate with the CMOIO on cybersecurity strategy ensuring that digital assets are protected from threats. Conduct security risk assessments and implement mitigation plans. 5. Maintenance & Sustainability Develop and implement preventative maintenance schedules for all infrastructure assets (solar systems HVAC boreholes buildings IT equipment). Establish rapid response protocols for infrastructure failures. Plan for long-term asset replacement and sustainability. 6. Deputising for the CMOIO Assume full responsibility for the infrastructure portfolio during the CMOIO’s absence representing the division at COG meetings and making time-sensitive decisions. Provide seamless continuity for all infrastructure projects. 7. Policy Compliance & Governance Draft and review global policies and SOPs related to infrastructure engineering technology and security. Ensure compliance with local building codes environmental regulations and donor requirements. 8. Capacity Building & Team Leadership Recruit train and mentor national infrastructure leads and technical staff. Foster a culture of safety innovation and continuous improvement. 9. Collaboration & External Engagement Work with external partners vendors and technical advisors to ensure infrastructure excellence. Represent Project Yananai at relevant forums and working groups. About You Essential Experience & Track Record Minimum 10 years’ experience in infrastructure development engineering construction management or technology with at least 5 years in a senior leadership role. Proven experience managing container-based or similar modular construction projects. Strong understanding of renewable energy systems (solar) HVAC and water infrastructure. Experience with IT and cybersecurity in a distributed organisation. Knowledge of security management (physical and cyber) in humanitarian or development settings. Skills & Competencies Exceptional project management and problem-solving skills. Ability to work across cultures and geographies. Fluency in English additional languages an advantage. Personal Qualities Hands-on resilient and calm under pressure. High integrity and alignment with Project Yananai’s mission. Qualifications Bachelor’s degree in Engineering Architecture Technology or related field required. Advanced degree or professional certifications (e.g. PMP PRINCE2 CISSP) highly desirable.
