CONTINGENT UPON CONTRACT AWARD Overview Job Title Senior Network Engineer - Pacific Region Security Clearance Secret or Higher Location Pacific Region (Due to the nature of the work and contract requirements U.S. Citizenship is required. Description C3EL is seeking a cleared Senior Network Engineer to support the DoD medical mission. This key-personnel position ensures that complex and highly technical infrastructure requirements are addressed throughout DHA networked facilities in the Pacific region. The engineer provides regional technical leadership and high-level installation configuration documentation management and troubleshooting support for LAN/WLAN/WAN communications equipment. Responsibilities will include but not be limited to Serve as the Pacific regional point of contact for network issues configuration management communications interconnection addressing multi-protocol routing and network management. Study vendor products and determine which components and configurations best meet DoD and Pacific Region medical treatment facility requirements. Ensure regional procedures and standards align with DoD DHA and DHA Pacific Regional Command objectives and policies. Identify research and resolve complex LAN WLAN and WAN network problems using network management and diagnostic tools. Provide high-level installation configuration documentation management and troubleshooting of LAN/WLAN/WAN communications equipment for DHA networked facilities. Advise and consult with Government staff agencies and contractor representatives on network design implementation deployment and management to ensure optimal support of the Military Health System mission. Lead and coordinate Network Specialists and internal or external organizations in resolving LAN/WLAN/WAN issues. Troubleshoot network and routing protocols across all levels of the OSI model using tools such as Orion SolarWinds ARMIS and Ansible. Use Management Information Blocks (MIB) and Multi Router Traffic Grapher (MRTG) concepts and methodologies to support performance measurement capacity planning high availability and minimum downtime. Establish and configure network firewalls virtual private network devices and intrusion detection systems to strengthen LAN/WLAN/WAN security and prevent unauthorized access to medical treatment facility systems. Prepare written technical recommendations document operational changes and enhancements through tickets and standards and coordinate standards updates with the NetMOD Network Standards Team. Establish and implement LAN/WLAN/WAN procedures and standards that support applicable DoD DHA and regional command objectives and policies. Communicate the status of network support requests to key customers. Develop policies procedures best practices and minimum standards for LAN/WLAN/WAN access and operations. Lead or participate in other projects and provide additional support as mission needs arise. Minimum Qualifications U.S. Citizenship. An active in-scope US Government issued Secret clearance or higher. An active Cisco Certified Network Professional (CCNP) certification. An active Certified Information Systems Security Professional (CISSP) certification. Ability to communicate effectively verbally and in writing with Government officials medical professionals and highly specialized technical personnel. Mastery of networking protocols and technologies including TCP/IP XDM HTTP HTTPS SMTP SNMP DNS DHCP RSTP VRRP BIND EIGRP BGP OSPF PPP HDLC V.35 and RS-449. Clear understanding of the communications and Internet standards identified in the PWS 802.1d 802.1q 802.1w 802.3 802.5 802.10 802.11 802.3u 803.2 and 802.3z. Direct experience with synchronous and asynchronous communications Ethernet Fast Ethernet Gigabit Ethernet FDDI ATM and other communications media used by DoD and DHA. Experience with Optical Time Domain Reflectometers cable testers network sniffers and EIA/TIA cable standards and specifications. Mastery-level experience in routed switched and shared LAN environments supporting current Microsoft operating systems Windows Active Directory UNIX and OpenVMS together with routers switches terminal servers and local and long-haul WAN connectivity. Experience with DoD Health Care Information Systems and technical assignments directly related to the position's area of responsibility. Expertise in Windows networks Cisco Systems and Orion SolarWinds. Ability to perform the functions of subordinate positions in this labor category when assigned to travel to a contract site. Desired Qualifications Experience with Zero Trust architectures and methodologies. Education / Experience Bachelor's degree in Computer Science Engineering a technical discipline or a related field plus five years of directly related experience or completion of a certified technical or vocational school plus 10 years of directly related experience gained through progressively higher levels of complexity.
