At APV we Always Provide Value POSITION SUMMARY APV is seeking an experienced Project Manager Human Capital Modernization Support to provide contractor support to the U.S. Department of Homeland Security Office of the Chief Human Capital Officer. This is an APV position assigned to support the DHS client environment. The Project Manager will support human capital projects within the DHS Chief of Staff's Office by coordinating multiple initiatives developing project trackers and executive reports monitoring deliverables and providing senior leadership with accurate and timely project information. The successful candidate must be a self-directed mid-level professional who can work effectively in a federal client environment manage competing priorities and deliver high-quality results with minimal supervision. DUTIES Provide day-to-day project management support for DHS human capital modernization initiatives. Plan coordinate and monitor projects from initiation through completion. Develop and maintain project plans schedules milestone trackers action-item logs decision logs risk registers and status reports. Track deliverables dependencies risks issues deadlines and resource requirements across multiple concurrent projects. Coordinate activities among DHS leadership program offices human resources teams technology teams data teams APV leadership and other stakeholders. Develop and maintain project trackers and collaborative reporting tools within Microsoft Teams and SharePoint. Use Microsoft Excel including pivot tables formulas charts and data-analysis functions to organize and report project information. Develop Power BI dashboards and reports that provide DHS leadership with visibility into project status performance risks trends and outcomes. Prepare executive briefings presentations status summaries meeting agendas and decision-support materials. Facilitate project meetings document decisions assign action items and follow up with responsible stakeholders. Present project updates risks recommendations and proposed solutions to senior DHS and APV leadership. Proactively identify potential delays conflicting priorities and project barriers and recommend appropriate corrective actions. Maintain complete accurate and well-organized project documentation. Support improvements to human capital processes systems reporting data management and workforce operations. Ensure work products comply with APV quality standards and DHS requirements. Provide APV leadership with timely updates regarding project performance client priorities emerging risks and support requirements. Perform additional project management and human capital modernization duties as assigned EDUCATION Bachelor's degree in project management business administration human resources public administration information systems or related fields. An equivalent combination of education and relevant experience may be considered. REQUIRED QUALIFICATIONS At least five years of progressively responsible experience in project management program coordination PMO support business operations or related fields. Demonstrated ability to independently manage multiple projects deadlines priorities and stakeholders. Strong proficiency with Microsoft Excel including pivot tables formulas charts and data analysis. Experience developing project trackers dashboards status reports and executive-level presentations. Working knowledge of Microsoft Teams SharePoint PowerPoint Word and Power BI. Experience tracking project milestones risks issues dependencies decisions and corrective actions. Strong attention to detail and commitment to producing accurate timely and high-quality work. Excellent written verbal and presentation skills. Ability to communicate professionally and effectively with senior government and corporate leadership. Ability to work independently exercise sound judgment and deliver results with minimal supervision. Ability to operate successfully in a client-facing federal contracting environment. Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data. Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs. Must be authorized to work in the United States without employer sponsorship now or in the future. PREFERRED QUALIFICATIONS Experience supporting human capital management HR modernization workforce transformation or HR technology initiatives. Previous experience supporting DHS or another federal agency. Experience working within a Chief of Staff executive operations program management or business operations office. Project Management Professional (PMP) Certified associate in project management (CAPM) or comparable certification. Experience using Agile Waterfall or hybrid project management methodologies. Experience developing Power BI dashboards using information from multiple data sources.
