Role The Project Manager serves as APV's single point of accountability to the Contracting Officer's Representative (COR) for operations and maintenance (O&M) delivery. This position leads the knowledge transfer effort drives change management meetings ensures timely delivery of weekly and monthly status reports and manages performance in accordance with contractual service levels and performance requirements. Duties The Project Manager will Serve as the primary point of contact for the COR manage all communications regarding scope schedule quality performance and risk. Conduct the Project Kick-Off Meeting no later than five business days after contract award utilizing the approved project kickoff process to establish project objectives communication protocols and expectations. Lead the six-week knowledge transfer period including inventory of technical components review of administrative processes and delivery of risk briefings covering business disruption organizational alignment and other identified risks. Deliver Weekly Status Reports every Friday and Monthly Status Reports no later than the fifth day of each month including work item tracking by category (Bug Enhancement Support) and priority (0-Emergency through 5-Future Enhancement) performance improvements issues risks downtime and upcoming releases. Drive change management meetings with client stakeholders to secure approval for recommended system changes enhancements and operational improvements. Communicate effectively with system users and stakeholders to understand service requests prioritize work items plan releases and coordinate user acceptance activities. Keep Help Desk personnel informed of all system changes particularly those requiring updated user instructions or training materials. Manage team performance against established service levels and quality standards including compliance response times deliverable quality and customer satisfaction metrics. Manage subcontractor relationships if applicable in accordance with contractual requirements and applicable federal regulations. Monitor project risks issues dependencies and resource requirements ensuring timely mitigation and resolution of concerns. Facilitate regular project reviews and provide leadership with accurate reporting on project health performance and accomplishments. Education Bachelor's degree required Master's degree preferred (MBA MS in Information Technology Engineering or related field). Current and active PMP certification is required. Required Experience and Skills This position supports a U.S. federal government program. Candidates must be U.S. citizens U.S. nationals or lawful permanent residents and be able to successfully complete any required federal background investigation. Minimum eight (8) years of federal IT project management experience including at least three (3) years managing O&M sustainment or application support contracts. Active Project Management Professional (PMP) certification required. Demonstrated experience managing firm-fixed-price federal task orders. Experience with Agile and iterative software delivery methodologies including coordination of parallel development and operational support workstreams. Familiarity with enterprise application technologies including Appian .NET/.NET Core SQL Server Azure JBoss and DevSecOps practices. Experience preparing and delivering federal contract deliverables including status reports risk registers performance dashboards and executive briefings. Demonstrated ability to manage projects with service-level agreement (SLA)-based performance requirements. Strong leadership communication stakeholder management and organizational skills. Preferred Skills Prior federal agency project management experience. ITIL Foundation certification. Agile certification such as Certified ScrumMaster (CSM) SAFe PMI-ACP or equivalent. Experience managing projects subject to Independent Verification and Validation (IV&V) activities.
